with this setup i would recommend 850 watt. tbh i wouldnt recommend to anyone building a new gaming rig to get anything less than this as they consume much more power than 600w PSUs and if it is modular you are pretty much set for a few upgrades ...

did you delete the eve data folder when you uninstalled? its located in c:\users\ profile name \appdata\local\CCP\eve you should just be able to delete this file then re-boot eve and it should have deleted all of your setting etc.
